How SMTP rejects Message Over Limit in Exchange 2000

i wants to know if i apply 4Mb send/receive restriction on SMTP or VS, then is it possible in Exchange not to send email from any client over limit. Because i saw this thing in Q Mail (Linux Version) if someone send message over limit, smtp reject message at SMTP end, But in exchange if message is over limit it deliver to Exchange Server but bounce back back to the sender again … all this wasing space on Client “SENT Floder” and on exchange End.

If is there any solution please let me know ASAP.
