how to add connection in terminal

i have installed win200 advanced server .i have 4 win98 pc that connect each other by network .i can able to connect 2 pc through terminal clent .after 2 pc i tried to connect 3rd pc to server thorough terminal i got error " the terminal server has exceeded the number of allowed connection" why it is coming so?how can increse connection .plse help me

Terminal Services in Win2K has 2 different setup modes: Remote Administration mode, and Application mode.
In Remote Admin mode, only 2 TS connections can be established at the same time. A 3rd simutaneous connection would be rejected.

Based on the situation .. I think you need to buy the terminal services license from M$ in order for the server to work on more than 2 connection.
