How to balance load on the network???

Hi,
My friend has a large cyber cafe with 60 computers. He has broadband connection from 4 ISPs. Each broadband connection is connected to one 4 port small router and then each router is connected to a switch which serves 15 computers. So each broadband connection serves 15 computers that is connected by a router and a switch. So he has 4 routers and 4 switches. Now sometimes one or two internet connections are very slow because all the users do download and other things. On the other hand remaining internet connections are not so busy. So he wants me to help him to balance the load by providing new design of the network in cheap price. So my question is how can we connect those four broadband connection in a single place so that any user (of 60 computer) can access internet through the speedy one that is not so busy. We need a cheap solution without costly routers. Can we solve it by linux router? Or by any other means? Please help us by providing guidelines.
