Unlike other ocupations, comp. professionals titles are at the whim of the managers. But generally IT manager is responsible more for technical aspects. MIS would be more with the information process.

To become one, supervise technical groups, bepart of projects, show innovation by implementation of new ideas, hardware. And in the years to come you will need to show experience in the business functions, so MBA's will help, or move from a business manager roll into MIS or IT. Learn and use current communication equipment like cisco, use e-commerce, metadata, and automation.

good luck.

It is a very good question and the answer depends a lot on where you work. If you are in a small shop the "IT Manager" is a cross between a CIO and a technical lead, usually more towards the technical lead. As the IT shop increases in size the focus tends to shift more towards CIO leadership and management type duties.
The real key to being a successful IT Manager is being able to see how technology can be used to meet the goals of your organization and being able to communicate this in a way others can understand so your solution gets the support it needs to be implemented. A brilliant technical solution that will solve all the problems an organization has is worthless if no one understands what you are talking about. To learn this you first need to make sure you understand your company; what they do, how they do it, who the customers are, and where the pieces of the organization fit into the overall picture. You also need to honestly evaluate your communication skills and if they are lacking take

In my opinion, IT management requires a blend of Technical Competence and Business Savvy. It is easy to propose a powerful technical solution, it is quite another to propose one that will honestly pay for itself.

Another important aspect of any technology management is the ability to creatively combine concepts in new, different and useful ways. There are new software products and technologies evolving all around us, how often can you find a new use for existing technology that solves an old problem.

I would like to add to what ?mindbump? answered. In my place we look for certificates and past experience. Communication skills are very important. Showing ability and desire makes value. Loyalty and hard work with patience produces results. The main job description varies form a place to a place. And I would agree it depends on the firm size. A mutual description, in my opinion, is to implement the given goals with the given resources and time.
