1. How can we calculate a given speed per user
2. What method is used to do this calculation ?

Well, to begin with

What is the maximum actual data rate per user?

To answer this question, you first need to figure out the theoretical
advertised speed of a 3G phone, and also determine what is the typical real-world throughput.

What is the maximum number of users per cell?

Assuming your non-3G users are on the same network, what amount of throughput are they getting and therefore how much bandwidth are they using?

Obviously it's unlikely that a million users would be online at the same time and all using every bit of their data service, so the answer needs to make some assumptions about likely utilization rates, how much users use data, time-of-day usage patterns, etc.
