How to configure IDE drive to be seen via USB interface

I have 3 IDE drives (2 Maxtor, 1 Western Digital). I have the hard drives configured as masters, they are connected via cables to an IDE to SATA module which plugs into a Plugable USB 3.0 docking station. When I turn on the power it shows up in file manager as drive F but when I select drive F I get the Windows blue donut and it never comes back unless I shut off power to the drive at which point the F drive disappears (as expected). I'm using Windows 8.1, am I missing something? The hardware looks like it is connected properly, am I missing a USB driver or some other driver?
