how to configure postgresql windows xp system in static ip

Dear All,
I have instaled postgressql 8.2 database in windows xp system.Windows xp system have a static ip address.I already update static ip in pg_hba.config file after finish stop the services and start services.Still i cann’t access the postgressql from outside.How to solve this problem without portforwarding this ip in router.Pls advice me.Advance thanks.
