How to control implementation costs for CRM systems?

We need to replace a pretty sophisticated CRM
(Vantive) implementation and I have heard that
these things often run massively over-budget?
Is this true? If so, what can we do about it?
Is anyone doing fixed-price implementations for
complex CRM systems?
