How to control Win98 startup programs

One of our computers has a strange problem. It is a Win-98 system. Both IE-5 and Netscape-4.77 are installed and configured properly to access internet through WinProxy. The trouble is that every time the system is rebooted, the settings of both the browsers change. eg. the proxy settings are gone, the home page changes to "http://www.gohip.com/....". This seems to be some prono site which might have been visited at some point of time and has now installed some program on the HDD which is doing this mischief. I checked all the registry settings and removed everything where I could find "www.gohip.com". But again after rebooting it changes the browser settings.

Norton Anti virus does not indicate any virus presence. How can I find a permanent cure ?

They have a removal tool at their site:

http://www.gohip.com/remove_browser_enhancement.html

(Sometimes when I cut and paste URL's it looks ok to me but once the answer is posted, an extraneous space will have crept in. Make sure you delete any extraneous spaces or the page won't load).
