“How to create a Windows 2000 Boot Disk”

I need to update the BIOS on a Windows 2000 workstation – the BIOS update requests a “boot disk” with the flash utility. Whenever it tries to boot, however, – error message says NTLDR cannot be found. Is there a way to create a windows 2000 “boot disk” ?
