How to create an MS DOS boot partition

Hi.
I’m trying to install Windows 98 on a 2nd fixed disk that I installed in my Windows XP computer (seperate hard drive using NTFS). I have partitioned the 20GB drive into 2 10GB partitions with FAT32 and formatted the drive. (Note: After Win 98is installed I want to install Windows 2000 Prof. on the 2nd 10GB partition.) When I try it install Win 98 to the 2nd fixed disk, partition 1, I get this error, “Message SU0013. Setup cannot create files on your startup drive and cannot setup Win 98. If you have HPFS or NTFS you must create an MS-DOS boot partition. See setup.txt on the setup disk 1 or the Win98 CD. (I looked at the setup.txt file and it didn’t help me.) I have looked for answers on how to create an MS-Dos boot partition but can’t find an answer. Can you please help?
