How to create own gpedit’s tools/interface ?

Dear experts, I’m using windows server 2003 enterprice x32 SP1. I want to develop own tools for the gpedit, because it is too many thing inside it and i just want to use few of it only, so is it possible to write own gpedit’s tools ?
