how to create public calendar under public folders on ex2k3

I have been tasked with finding a way to have a calendar that everyone can see/modify. I haven’t been able to create a calender under exchange system manager only a folders. I also tried (after creating a folder under the system manger) going under contents, but that tab is empty. I there another way i can creat a calendar under public folders for everyone to see.
