Setting up a non-existant web proxy or use a proxy to block access for specific machines can be used in Internet Options, Connections.

Through policy(group policy) you can set “fake” proxy server and to hide connection page on Internet explorer configuration
      🙂
So their machines will look for non-existing proxy and they will not have an option to set it back.
Additionaly you can disable registry editing tools access.

You could assign the workstations static IP’s and leave the gateway and DNS entries blank.
