How to get a French Keyboard to work?

I have a Canadian Client that is using a SQL product and needs to be able to use a French keyboard with accents. How do I set this up on a Windows 98 Machine?

  Go to Control Panel, Keyboard, Language (or Input Locale). Add French as one of the choices, then Set As Default.
  
  You’ll then find that characters such as ‘, /, ][, etc. now function as ?, ?, ^, ?, ? etc.
