How to give permission to a normal user to install fonts

Our company's graphics department users need to install/uninstall fonts very often. So i add them to the local administrator group of their computers.

But i realized that they are misusing the local admin permissions. (installing unnecessary s/w, ..etc)

How do i give only the font installing permission to them without giving them admin permission ?

Did you find a solution for this?
I gave the user's login access to update the windows font directory and they can install fonts, but sometimes they disappear and have to be re-installed....?

Thought I'd add something

Just give them local permissions on the font folder WINDOWS/fonts and they can install fonts without admin rights. You can even do it remotely with a script
