how to load windows 98 over XP

I lost every thing on my PC running XP .I may have a scratched disc because after using the 6 boot discs I miss files through out the XP install.I tried loading ME but I ran into a problem with the bit about partitions.I currently have neither installed.The hard drive has been formatted.I would like to know how to load ME
