How to Log On Windows XP as THE Administrator (Password not recognized)

I have a desktop and a laptop.

On my laptop, I am able to hit ctrl+alt+del twice at the welcome screen and log in as the administrator. The password was the same as the main user.

On my desktop, I am also able to hit ctrl+alt+del twice at the welcome screen and I get the pop up box where I can type in Administrator but the computer does not recognize any of my passwords. I used both of the passwords from the user accounts.

My questions are:
1. How do I create the proper password for my administrator log in or how do I find out what the password currently is? This is a brand new computer so maybe there is a default?
2. If I have to start up the computer in “safe mode” to log in as administrator how do I do that?
3. Does anybody know how/why Windows XP limits the user accounts even though they state that they have administrative rights? Never knew about THE administrator until I tried to upgrade iTunes and was not able to.
