how to make CD from low freq. mp3

“Unable to add the file to CD…Only WAV and MP3 stereo files (NOT streamed)with a sampling frequency of 44.1 kHz and 16 bits per sample can be added”
This is the message i get when I try to make an audio CD from mp3’s that are not typical. They are books on tape so they have a bitrate of 32ms and frequency is 22050 mHz. I can play them on my pc without trouble and I can create audio cd’s from other MP3’s using MusicMatch Jukebox or CD Extreme (came with my Sony CDRW).
Can anyone tell me if there’s a way to get the CDwriter to Record a MONO speech recording or to convert the frequency on the mp3’s? I’ve already tried converting it to a wav file but I get the same exact error!
