how to make favorites open in full screen?

I have a client that has just upgraded from XP to Win 7, when he clicks on his favorites from the start menu they don't open in full screen. I have made changes to both the x86 and x64 internet explorer icons to ensure that they open in a full screen everytime. Needless to say if I just open IE it is a full screen.
I have also tried recreating the icons in IE8 with no luck as well. I scoured the internet and found nothing, hoping that someone else has seen this issue.

You mean, IE doesn't open in full screen when opening it from the Favorites menu?

If so, my only suggestion is to use CCleaner to clear the window size/location cache. IE has always been subject to not opening full screen. And since the internet shortcuts do not work the same way as they did in IE6, it is difficult to modify them. They no longer are program shortcuts to IE with a URL argument.

Its a brand new PC so I don't think thats the issue. And yes, its while opening the Favorites from the start button list of Fav's. I was just hoping someone had seen this nuance before.
