How to make group policy work?

I set up a new Group Policy for an OU. When I apply the policy the Default Domain Policy is the one that gets used instead of the one I created. How can I fix this?

I made sure the Default GPO was not linked to the OU and I also Disabled All settings on the Default GPO. The users still receive the Default Settings. I restarted the machines they were one, and also used GPUpdate to force GP settings.
