How to make recovery CD

What do you want to do with this "recovery" CD?

If you wish to restore the installation, then you need to create an image of each installation.
You can use Norton Ghost to do this.

If you want to recover / repair existing installations, then, you need to create a bootable utility CD.

For information on creating a bootable CD, check out the links at www.bootdisk.com
To access ntsf partitions from DOS / FAT, check out the utility at www.systeminternals.com

Then, include the drivers and utilities that you feel you need on the CD.
