How to make WINS server work?

My last question "why cannot see neighbors easily" has received help from several friends. Thanks.
Now I think the problem may be from WINS. I use DHCP for clients. DHCP works properly in our LAN. But in WINS console, it always appears "cannot find the WINS server". I've reinstalled WINS for several times. But it still doesn't work, even after restart the server.
My server has two NIC installed, one for Intranet and the other for Extranet.
How to make WINS work on my Win2000 server?

Checked the service is started / starting?

Checked event log for error messages?

I checked the service was started, and in event log, no message for WINS server, only error messages for W32Time, and others.
In WINS console, still "cannot find the WINS server"

Verify that NETBIOS over TCP/IP is bound and enabled for the adapter. Verify that you have added a Global Scope option of 46 (0x for the DHCP scope aswell to ensure that all clients are receiving a WINS entry.
