How to manage IT staff Time/workload

I am studying a busy diverse IT department whose members are tasked by assorted business units for solutions or development requirements.

I am wondering whether there might be dedicated software available which can assist in the scheduling and management of the individual team members workloads and manipulate priorities while at the same time being able to keep the business units adequately informed as to the resource allocation and work progress.

I am aware that products like MS Projectcan be used for specific projects,but I am trying to find a solution, either a package or a methodology, which will assist in keeping all key people up to date on all team members and all projects or tasks in progress as well as those scheduled but not yet started such that the business users will be able to have faith in the willingness of the IT department to cooperate and provide the service required.
