This is because the Data on On Line Outlook isn't stored on the local Computer but the M$ Cloud. When this happens you loose control of your data and when M$ Cloud Servers have an issue it also generally includes your Data as well.

There have been numerous questions asking how to recover peoples data when the Server Farms go down and their Cloud Data gets lost. This has not been a new thing and has happened since the first free Mail Services started long before M$ took over Hot Mail and continues today.

If you really want to do this you can e-mail yourself all of your current E-Mails stored on your computer to the On Line E-Mail Address using the Forward option in Outlook. Then saving those who you need to the Address Book.
