It's called 'Journaling'...

What you want to implement is called "Message Journaling", and it is natively available in Ex2K3 & 2K7.

Here's a starting point:

Depending on the size of your email enterprise, volume of mail, and scope of implementation (i.e Execs-only or all-users) it could require an investment in HW (dedicated journaling server, SAN space, and even so far as an archiving solution to work with the and organize the data gathered by the journaling process), but it gives you what you need, and is improved from Ex2003. Just Google 'Exchange 2007 Journaling' and you'll get a plethora of hits. MS has a ton of stuff on it.
Good Luck!
