How to prevent a user from changing the permissions?

Hi Everybody,
I wondering if somebody know how can prevent a user\s from changing the permissions on files and folders.
My Operation System is Windows 2000. Some of my users have admin.permissions (they have to be)but I want to restrict them. I mean remove from them permission on changing the permissions.

Create a group in Active Directory and give them all the same admin rights but leave out change permissions.

I have only one stand alone server.
Without AD, domain\s and domain controlers.

Without active directory to manage permissions all you have are the built in accounts. I don't believe you can alter either built in account for the purpose of what you are trying to do. Why do they have to have admin rights? Why not just power users?
