In our organisation, members of the security group"domain admins" can send mails on behalf of every user in our domain, without having the specific option set on the properties of this user. how can i prevent this

You need to set Send As permission to either off or Deny to the each Storage Group security page. If using Exchange 2003 you can use System Manager, for 007 or later, use Set-ADPermission cmd line tool or ADSIEdit.msc
