I'm not looking to manually refresh the homepage. These PC's are public "kiosk" PC's and I would like to have the homepage reload after a specified period of time of user inactivity.

Is the homepage yours to modify? You can put a meta refresh tag in the web page if it is.

If it isn't yours, you'll need a third party tool to do it for you. There's a lot out there, sometimes comes with internet accelerators like WebRifle.

I don't know what TweakUI has for Win2K, but you may want to check that out, too. It's free.
