How to restrict users sending/receiving

Hi everyone! l have a new security requirement to restrict some users sending/receiving Internet mail with Exchange 5.5. Actually, l would like to separate all users in two groups. One only can send/receive internal mail, and the other one can send/receive internal and external mail.

To prevent users from receiving internet email, go to each mailbox and delete their SMTP email address. Without it, no one can receive internet email.

As for sending, under the Connections >> Internet Mail Connector, you can set it to reject emails from specific users.

l have set the connections to reject sending internet mail from specific user under Internet Mail Connector, but it still doesn't work. Could u like to tell me more detail. Thanks!!!!!

Here's the way that I have it set up:
1. In Exchange Administrator, create a distribution list called something like "internet e-mail users".
2. In the advanced tab for the distribution list, mark the "hide from address book" box.
3. In your Internet Mail service connection, delivery restrictions tab, add the distribution list to the "accept messages from" and mark the "list selection" box.
4. Add the users you want to have access to the internet e-mail users list.
