How to secure a folder/directory

How do I secure a windows folder/directory from being accessed by unauthorized people (from Windows explorer), but at the same time, give access to some programs that need to access that same directory or the files in it? The programs that will routinely access the folders are written in VB.

After you have created the folder or directory, right click on it and go into properties. Click on the security tab. Uncheck the box that says to allow inheiritable permissions from parent. Then click on Add. Here you add only the users that you want to allow into the folder. When the user runs the vb program if the system will look at their windows logon id and either allow access or not.
