How to secure a folder/directory

How do I secure a folder/directory from being accessed by unauthorized people (from Windows explorer), but at the same time, give access to some programs that need to access that same directory or the files in it? The programs that will routinely access the folders are written in VB.

Control by account

If the program runs as a scheduled job, create an account not dedicated to a person for that purpose. Grant full or change access to the required folders for the account. This allows you to control use of the account. In the scheduled job, set the account to be used.

If the program is run interactively, grant full or change access to the required folders for the group of users or user accounts. There could be situations where a special account is needed for these users that is separate from their regular accounts. The special account would be used when the restricted program is run.

Grant appropriate folder access, such as read, for other users who need it. Do not grant any other access. If everyone does not require some access, remove the everyone group from the permissions.
