How to setup a shortcut to taskmanager

We are implementing something called VNC viewer which allows us to take over a PC on our company network on users PC’s . With a users permission we can take over their PC to troubleshoot various problems.

Here is the question: How do we setup a shortcut on Win9x PC’s to the task manager? If we want to go to the task manager on the PC that we are viewing remotely, an ALt;CTL;DEL will not work. It simply brings up the task manager from the PC we are working from. What we need is a shortcut on the remote PC that we can double click remotely to bring up the task manager.
