How to shut down Windows 2003 Terminal Services

When I open Properties window for the Terminal Services, the ‘Stop’ button is grayed out (even though I logged in as a local administrator). Also, Description box on the window notes that ‘…stopping or disabling this service may make your computer unreliable.’
