How to troubleshoot Exchange server 2003 Public Folder Queued emails

I have exchange server 2003 standard installed on a SWindows Server 2003 Standard. Last week, there was email problems of this nature: users in my exchange organization were able to send emails to other domais but they were not able to receive emails from other domains except theirs. Emails sent from outside to our domains were bouncing back. I communicated this to ISP and it was sorted out, emails started coming in. Now, there are 44 emails queued in the public folder but they are not being delivered to the users mailboxes. the Force reconnect, unfreeze options are not active. What do I need to do to get these emails delivered to the respective mailboxes? Please help
