I suspect that you are confusing spam/malware blocking software with what Google can do. If Google does “blacklist” an internet site or application like you mention, I suspect the author/developer can appeal to them directly. This is not a consumer issue, it’s more of a developer issue.

It’s a lesson to the website owners. They did something that isn’t acceptable and will have to learn from the experience.

What to do? Take down the site, de-register the domain and start again having learned the lessons.

If your site’s blacklisted by Google, it’s usually malware, phishing, or outdated plugins letting hackers in. Google flags anything risky for visitors.

Scan your site with Sucuri or MalCare to find and remove malware or bad code. Update everything—plugins, themes, and WordPress itself—and change your passwords. Then go to Google Search Console and request a review once it’s clean

Google blacklists websites primarily due to security issues

Google blacklists websites primarily due to security issues like malware infections, phishing scams, or ransomware attacks. These threats often arise from vulnerabilities such as outdated plugins, themes, weak passwords, or poor hosting security. Hackers exploit these weaknesses to inject malicious code, steal data, or compromise users. Once flagged, a website faces reduced traffic, damaged credibility, and a drop in search rankings, significantly impacting its visibility and trustworthiness. Regular updates, strong passwords, reliable hosting, and proactive monitoring with security tools like firewalls and malware scanners can help prevent these issues and protect your WordPress site from being blacklisted

Simply make google disavow file and disavow all domains which are spammy. It will not harm your website.
