Hyperlinks not working in IE 6.0

Hello,

my hyperlinks have stopped working in I.E 6.0 on a win 2000 machine. The only way they will work is if i open a browser session first. If i try to use a hyperlink i get the following message …

Windows cannot find EXPLO~1.EXE

Ive tried several suggestions of cleaning the registry, registering certain dll’s . I’ve tried to repair iE but its integrated into the SP2 pack of Windows2000, so I cant seem to get at it. I tried the MS suggestions to uninstall it with no luck.
