I bought a tv tuner from AverMedia. It’s a Volar Max and I cannot get

I’m using vista ultimate and cannot get a TV picture. When I set up the cable tv signal it does not pick up the cable channels. Previously I used a hybrid nano express card and that worked ok. The Volar Max is hooked up by usb. I was told to download tv pack 2008 but my system cannot download it.
Please advise
