I can not browse to internet

I am running a win98 network about 4 comp. with a dial up internet connection. The other 3 comp. is work find to browse the internet. But one of them not work. I have checked the LAN connection to my server and is ok!.And ping to another comp( server). is ok. But the problem arrised when I browse to the internet. I used 8-port SVEC workstation hub and Pro-Link v-90 Tornado 56k Modem

The question I want to pose are :
1. Is there any setup that I missed ?
2. Should I change the local IP address ?
(Now I am using 10.1.1.x for the client)
3. Is it just a matter of hardware problem ?
I mean that my hub or modem.
