I cannot send or receive messages to Exchange 2003 Server

I am running Exchange 2003 Server on Windows Server 2003 installed with SP2. I cannot send or receive messages to a Exchange Server domain. DNS is resolving the NS / IP Address, and a MX record created and configured.
I can also do and NS Look Up and telnet into the server externally.
I am not having any trouble sending to any other 3rd party messaging service such as Hotmail or Google, but I am having trouble sending messages from people outside of these POP services. I don't have an antivirus or firewall enabled. I have also created a pinhole for SMTP traffic on port 25on my router and still I?m not able to send/receive.

When I try e-mailing from an external address i receive the following error:

This is an automatically generated Delivery Status Notification.

THIS IS A WARNING MESSAGE ONLY.

YOU DO NOT NEED TO RESEND YOUR MESSAGE.

Delivery to the following recipients has been delayed.

The SMTP services have been reset and the problem still exit. I'm not sure if I miss something.... Any suggestions?
