The file most likely belonged to a program you had previously uninstalled, but left a residue in the Registry.

Start the registry editor (regedit) and do a search for the file, it may give you a clue what program it belonged to. If you recognise it as a previously uninstalled program, you can delete all references to it from the registry and also from MSCONFIG as well as your Windows files (win.ini and system.ini - to access them, just run sysedit).

If it belongs to something you are still using, you may have to reinstall that program.

As always, you should back up your registry first.

Did you have pcomm (Personal Communications) from IBM installed on your machine? Or maybe a networking app that you no longer use (or maybe still use but isn't working correctly)?

The nstrc.dll points to a pcomm app and probably is being looked for by some networking app or protocol that is being called. If you can't find an app that is calling for this look at the protocols you have installed and see if there is anything besides tcpip (you might also have ipx/spx and/or netbeui depending on your networking setup).
