The first problem likely stems from an orphaned startup entry. Run msconfig and look under Startup Items. Remove check by entry containing iernonce.dll. This is apparently a leftover from an IE installation.

The second requires more info. If there is additional information in error message, post it. I couldn't Google up anything on error code provided.

A question: Is Internet Explorer operating properly?

Microsoft has several articles concerning iernonce.dll.

Most of the articles concern Internet Explorer.

I also found reference to iernounce.dll in windows:
rundll32.exe iernonce.dll,runonceexprocess
Executes RunOnceEx applications.

You can go download the .dll file from this location:
And copy it to the system32 directory.

You still need to run a few programs to make sure there are not gremlin's running around.

Download these update them and run them.
