I need to convert .pst to .tif

I have 19 boxes of files in hard copy, estimating 40,000+ documents. They were printed from public folders in Outlook2000. I have exported the files to CD in .pst format. My issue is, I need these files in .tif format for proper functionality with our Litigation Software. I’ve contacted a company and received an outragious quote for the transfer. If someone, perhaps knows of a software I could use/purchase to make these conversions, I would save thousands. Please email me with any insight. Thank you. jjm4901@hotmail.com.
