It sounds like you have an overload in your Temporary Internet Files. A quick search showed me these two pages:

Also, if you are using IE, to eliminate the from being a constant problem where you need to manually delete the temporary files created by surfing or downloading you can set IE to delete them automatically when you close IE. When in IE go to Tools, Internet Options and on the last tab, Advanced, in the Security section check the box that says Empty Temporary Internet Files When Browser Is Closed. Click Apply, then Okay.
