delete or rename this file and extract a new copy from the win95 cd using the extract command:
EXTRACT [/Y] [/A] [/D | /E] [/L dir] cabinet [filename ...]

IF EXTRACTING IS TOO CONFUSING FOR YOU, TRY THIS

Before proceeding, you MUST have the WIN95 CD

open network properties,
examine and record all network and tcp/ip settings on paper...
return to network configuration, and remove tcp/ip...click ok, and ignore any error messages indicating network is not fully installed.
RESTART THE MACHINE
Open network properties and select add, protocol, microsoft, tcp/ip.
Click on OK, twice. When prompted, insert the CD.
Windows will begin copying pertinant files
for TCP/IP. When prompted that files being copied are older than current files, do you wish to keep the existing file, ANSWER NO!
By answering no, you will be overwriting the existing TCP/IP files. Including the corrupted ICMP dll. The machine will need to restart again....afterwards you can reconfigure your network and TCP/IP properties form your notes.

Good Luck,
