Icons do not match correct functions

Icons do not match correct functions
I give up! I am having an issue were all the application icons on my desktop are not correct. The same icon is replacing them all. Each time I reboot it changes to something else. It is also affecting the icon for both of my root drives. I removed the ShellIconCache file and it still happens. A fellow tech suggested I install Tweak UI and “repair” the icons. It did repair them to the correct icon but as soon as I rebooted the issue was back. Help
