ICS on win-2000 pro…………

Hi.
can you give me a step by step approach on configuring ICS on my win-2000…I have 2 win-2000 networked together. Now 1 have a 56k dialup, but when I go to the properties of it, it doesnt do anything.(properties is where I configure the ics, and enable on-demand dialing)
1) I am told i can use win-2000 pro to do this..
2) Then I need to add the routing and remote access manager, so where do I get that. I looked in add remove programs. not there.
