ICS SHARING TAB BUTTON MISSING

In Windows 2000 Pro, when I go to properties on my Internet Connection under Network and Dial-up connections, I don’t have the sharing tab so I can’t enable ICS. I know that WIN98 has an error and matching bugfix. (After you install Microsoft ICS, the Sharing button may be missing from the Internet Options dialog box.
