IDE hard drive not accessible in drive list.

I have a 7.48GB Quantam Bigfoot IDE hard drive that I could not get to come up in the drive listing, under My computer, using an external IDE to USB enclosure (that is used regularly and works fine). It is recognized in as a USB device, but does show up in the Device Manager and also in Computer Management as a Healthy (Active) FAT32 hard drive. It does not have a drive letter and the option to change the drive letter is grayed out. I also tried this on my laptop with similar results.
I slaved out the the hard drive in this system. The drive still does not show up in the device listing. The drive does show up in the Device Manager and also in Computer Management as a Healthy (Active) FAT32 hard drive. It shows up as Disk 1 (the primary slave to the master, Disk 0 a 55.89GB IDE Western Digital formatted as NTFS). The hard drive still has not drive letter and the option is still grayed out.
I tried using Diskpart to change the drive letter. Diskpart would allow me to select the drive, but it would not allow me to change the drive letter. I tried changing it to available drive letters I and F. I also tried to change its path and that failed as well.
I need to recover the data from this hard drive. I cannot format the drive or otherwise compromise its information (formatting the hard drive would probably easily resolve the issue, but would destroy the information on the hard drive).
My machine is running Windows XP Professional. I am not sure, but I think the OS on the Quantam hard drive is Windows 95. It came from an older HP machine. It may even have an earlier version of Windows 98 on it.

Any suggestions on how to resolve this annoying issue would be appreciated :)
