Identify a 64-bit computer with no OS installed.

How can we tell if a computer is 32-bit or 64-bit where there is no OS installed? Can we tell by what is set out in the BIOS? Can we install a 32-bit OS on a 64-bit computer? In terms of hardware do we go by the processors only?
